The American has struggled to secure an opponent for his first defence after mandatory challenger Keyshawn Davis bailed.
Discussions with Rolly Romero and Liam Paro for unification opportunities have both fallen by the wayside in recent weeks.
Now, Haney is moving towards WBA (Regular) champion Catterall, with the latter admitting he has accepted an offer to fight.
But the Briton revealed on Sunday there has been no further progress, while fresh doubt has been cast by Eddie Hearn too.
The Matchroom supremo has suggested other offers have been lodged for his star, who was mandatory challenger for Romero.
In theory, Catterall could still find himself in the box seat to face the winner of the latter's bout against Teofimo Lopez this month.
Haney meanwhile is seeking to underline his strength in the division after dethroning Brian Norman Jr. by decision late last year.
